only person with dual qualification


I am currently interviewing with a company and the managers have informed me that I am the only person that they have interviewed that have all the qualifications that were not only required, but suggested.  Does this give me a little bit more leverage to negotiate when my salary offer comes tomorrow?

Sure!  But, assuming it's not too late, I think you have to wait and see what the offer turns out to be first.  If the salary you're offered is one you'd otherwise be happy to accept, accept it!  Never, never, never try to negotiate more money just for the sake of negotiating.  On the other hand, since they know what your qualifications are, I'd be tempted to think that would be reflected in their initial offer.  My point is, if it's a solid offer, take it.  If you honestly think it's low, you can still politely ask if the offer is negotiable and see what they say.
