15 yrs out of practice. Help!

It's been over 15 yrs since I have had to update my resume & I think I need some major help frown  Even writing a cover letter and objective seems formidable.  I know times have changed since I last did this & really need some help.  I am not so much looking for free help or information, I just want to do this the right way as there are a couple opportunities I want to pursue, and needless to say, time is limited as job postings don't last long.  And, I've read there are some really bogus "Resume Help" sites & I don't want to get burned.

Anyway this is what I have for a resume,  I'm sure it needs polishing, etc, but I am guessing the objective section needs to be tailored for each position applied for?  And a cover letter as well?  I am willing to do what is necessary, within reason, so any advice would be very much appreciated.

1. I can't figure out what you did at IBM.

Your title says you were an IT tech.  But your experience reflects a management position.  I suggest tailoring the title and experience bullets to both an IT manager position and an IT tech position.  And I'm also confused whether your work was in Production or Support.

2. Once you've gotten your IBM position down, make sure that your Objective reflects that kind of position.  Right now, your Objective says nothing.

3. Nine years at IBM, and all you have to show for it is six small bullet points?  You need to expand this.

4. If you're shooting for IT positions, shrink the Henkel & McCoy position.  It's not very relevant.
