hiring manager wants photo with resume

Is it normal for a hiring manager at a law firm or any other business to ask for a photo to be submitted with a resume?  Why would they want a photo? 

I can think of no good or legitimate reason for any employer to request a photo with a resume. Though I've heard of people who voluntarily put their photo on their resume, I've never heard of an employer requiring one.

To me, this sounds either like someone who is trying to circumvent EEO laws (if you are of a protected class and don't get called for an interview, you can't say you didn't get hired because of discrimination, right?), or someone who wants a cutey in the office to look at. Either way, I personally would not respond to such an ad.

I agree with Anne_Marie. The only time photos may be legitimately requested is when
physical appearance is a bona fide job qualification(such as entertainers - actors, dancers, models, etc.). I don't think that can be justified for a legal secretary position.

 Anne_Marie and RESUME_EXPERT, thank you for your comments.    The ad sounded kind of suspicious to me, so I will not be applying for that job. 
This would be stupid for anyone to do.  But for a law firm to do this is incredible.

What happens when a black man sends in a picture of a lovely white woman and gets invited to an interview?  If he's not hired, he has great grounds to complain that it's due to racial/gender discrimination that he was not hired after he obviously qualified for the interview based on a misleading picture.
