Selling myself as local when Im not

My family and are in the process moving internationally, from Europe to the US West Coast.  It's not required that I find a job before then, but it'd be sure nice.  Unfortunately, I'm about as non-local as you can get, and have seen less interest in my resume than I'd like.  (I'm a lead software developer and have a fairly strong resume.)

Should I sell myself as local when submitting my resume?  I already have a local Skype number and know someone in the area who would let me use their address.  How do you think potential employers would react when finding out that someone they thought was local was actually half a world away?

My time-frame is flexible--the sooner I get a job, the sooner I'd move.  Also, I don't anticipate getting relocation help regardless, so that's not a factor.  I wouldn't be willing to pay for plane tickets for interviews, however.  I'm also a US citizen, so no sponsorship is necessary.

My thinking is that my resume's not getting past many first-reads, simply 'cause I'm not local.

Anyway, just looking for a bit of feedback.

Hmmm.....this is not a good idea AT ALL. Don't lie, especially not about your location because some interviewers actally choose their subjects by this criteria so eventually they will find out which and what :)
Better not. Better mention you're about to relocate in their area ;)
