Brutally honest resume critique wanted!

I' ve just revamped this resume as I have not gotten any response from the previous one.  So, please be brutally honest in your critques.  I want to know if there is something that I' ve done wrong that I just can' t see because I' ve been staring so long at the darn thing or if the job market in my area is just that competetive.  The time span on this job is 8 years and is the only one I have in this particular field.  Prior to this I was a waitress through high school and college; the experience really isn' t relevant, so I left it off.  I' ve also been trying to get out of government and into the private sector.  I' m not sure if that has anything to do with it either.  I would think all my skills would be useful there too?  I just haven' t gotten any bites from it.
