Developed design and deployed corporate, campus wide (long range) 802.11x wireless network. Implemented security measures to mitigate potential access from unauthorized users.

Managed IT move to new building, and provided IT advice on construction.

Chose and developed new integrated software that controls almost all aspects of the company. Such as accounting, HR, Payroll, Supply, and Aircraft Maintenance

Obviously, you lack a good, efective organization of ideas in your resume. I mean you do have something to place in there, but I see no distinct categories, or at least not the ones which should me in there. I know you're from the USA, . Have a nice day!

In your resume list achievements rather that responsibilities. The resume needs structure. Example

P.S. List what you can offer the company you are applying for rather than all you've done. The company is looking for achievements, obstacles you have overcome, and what you can offer to them. :D

Julius, I strongly disagree.  A CV format is very different from a US resume format, and it would not work well here.

ArmyIntel, I suggest that you:

1. Drop the "I"s from your resume and simply leave sentence fragments.  For example, change "I am responsible for all aspects of IT planning and management" to " Responsible for all aspects of IT planning and management".

2. Drop salaries from your positions.

3. Drop the "Supervisor" info and phone numbers, especially when it's yourself.
