On the surface, you are correct, outatwork. Having been forced to try to enter the system, however, I understand why people have this perception. I must have made 20 telephone calls, 5 in-person visits to have my paperwork processed, and received contradictory feedback on each occasion regarding what they needed from me to be approved for the substandard medical care I was seeking. Most of the others waiting to be approved were not US citizens. They flew in and out with their cards with no virtually questions asked. (there is no privacy in these places) Where I was concerned, it was a different matter. Apparently, a blonde, white, articulate female is viewed with suspicion. They seem to have the ridiculous notion that people who actually can afford healthcare would choose to go there for free rather than make a copay. I can't recall how many different people were called over to "deal with" my application. It was humiliating. I wasted gallons of gasoline driving there, believing I had the paperwork they needed just to be sent away.

No, illegal aliens do not receive health care at public clinics because of their citizenship status; but it was my personal observation that they are not required to surmount the same burdens and obstacles the system has in place to keep citizens who don't qualify financially from receiving care.
