I dont FEEL promoted!

My company is expanding but can only hire a certain amount of people.  I was promoted from Technical Assistant (TA) to Underwriter (commercial property insurance), but am still doing TA work.  In other words, my company won't hire more TA's.

I've been a TA for a year and a few months and am very eager to learn more and be an Underwriter.  Well, I AM an underwriter, I got a raise and new business cards and everything, but my boss still "pops" by my desk to ask me to do trivial things that make me feel belittled!!  I wish I could never to TA work again!!  I can't even delegate to the other TA's because they are busy too dealing with the new business and renewals.

On another note, because I am newly promoted, I do not have many accounts assigned to me yet.  I presume my boss does not want to overwhelm me or make me feel uncomfortable.

My UW (underwriting) training is "on the job training,"  so there could be days when  no problems happen with my accounts or  no brokers call me; therefore I have learned nothing for that day.  As all that time lapses in between, I tend to forget what I learned about UW, because I don't do UW everyday.  Do you understand what I'm trying to say here?

I'd rather be swamped with UW work so I continuously do it.    And yes, I do take notes so I can remember what I learned, but property insurance involves mathmatical calculations and lots of numbers.  It's much better to study with real life situations and is so annoying because I've done that already with the little notes that I have!!!

Sometimes I feel like I want to leave and try to interview for Underwriter Trainer positions.  Do I have a good chance?   If I explain what I said in this post to the interviewer, will I have a chance?

THIS IS SO AGGRAVATING!!  It's like there are days when I learn so much and go up 3 or 4 rungs on a ladder, but then when I do TA work, I go back down 6 rungs and have made no progress!!

Please don't tell me I should talk to my boss because I have already.  He has already advised me he cannot hire anymore TA's or UW's, anyone, period.  This is coming from upper upper management.

Do you think I have a chance if I try to job hunt?  Thank you for your time!!

I was executive assistant to the VP at a WC insurance company in GA.  Here is my two cents - gut it out as long as you can (whiile looking) to pad your time on your resume as an actual underwriter.  Then get the heck out of there.  I watched the Senior Underwriters being worked to death and very unhappy in their positions.  (The Director of Underwriting even left the company after a three year stint.)  Any one lower than Senior was treated more like an admin asst/file clerk than a uw.  I hope each company is different and you will find a position that works for you -but from your description your current one is not going to advance or train.

On another note have you taken your certification courses and will they reimburse?
