RELOCATING
I am relocating to TAMPA FL, and was wondering how soon should I begin to apply for Jobs. I will be moving the last week of June. 
Castro retiring, maybe some Cubans will leave soon and go back home, just joking. You should be doing this now for a permanent position, they take months to interview and decide.
Generally, you research the market, you try and book a scouting trip if possible, you start targeting companies, applying to jobs, working the network, and then try and line up meetings / interviews during your scouting trip. If you can't do a scouting trip, do phone interviews, and line up as much as you can for as soon as you arrive.
